Yes you may.
Latisse (bimatoprost) acts at the level of the lash follicle to promote growth. Lash tint stays in the lash shaft, so it is very unlikely that it will interfere with Latisse.

Yes, you are allowed to wear make up. Latisse should be placed at nighttime though after all make up has been removed.

Yes, just make sure the product has had time to dry before applying makeup.
